One statement does not follow the other, logically. If this traveler is an obstacle to these goals then this organization has reason to care. While these things are not necessarily related in a bubble, they are within the context of whatever story they're from. Unless the story is bad and this organization is somehow unimpeded by this traveler.

The Fractsidus are accelerationist terrorists working towards engineering a second lament. Doing "crazy things" as you put it weakens civilization and makes them more susceptible to the threnodian threat. They are, however, not a monolith. It's in the named.

The various executive level operatives like Phrolova and Cristoforo don't necessarily see eye to eye. Also, they aren't following Rover. It's more accurate that Rover is naturally drawn to Fractsidus activity. They were conducting operations in Mt. Firmament long before we were there. Presumably even before the events of 1.0 as they were largely the reason for Jinshi's absence. They were already operating with Fenrico in Ragunna before we made it there. Sure, Cristoforo is keeping an eye on Rover and has been for some time and Scar had reason to get Rover on his side, but our encounters with Phrolova are largely happenstance.
