In general, DMG% gives you much better results than ATK% would since ATK hits diminishing returns earlier but it really depends on the character and their team. If you had a ridiculous amount of DMG% built into the kit, w-engine and/or buffs from your supports then it is sometimes mathematically better to go for ATK%(or in the case of certain characters that give buffs based on ATK like Jufufu). If an enemy had really high DEF then PEN% would eventually become better than both of those but I'm not autistic enough to calculate that kind of thing out.

From my viewpoint, it looks like Seed Sr is just a weapon that Seed Jr is using. It's invisible and always "on" Jr but she's not riding Sr, only using him as a weapon when she wants to. Jr should be only for walking in the city and dates and she should be fighting in Sr all the time while in battle without the scooter.
