What you're meaning to say is that Fufu doesn't scale the rest of the damage.
Everyone has access to a selection of multipliers, sets, and actions.
Fufu scales CRIT DMG% (incredibly abundant), DMG% (abundant across the roster) on a part of the rotation, and improves Decibel management (situational).
Trigger provides a multiplicative 35% damage increase (literally unaccessible to anyone else) out of stun and usually a 23% multiplicative damage increase during the stun (very rare, outside of mindscapes only available to Qingyi and Lycaon).
23% damage increase is more than 50% CRIT DMG increase for a built-out agent, as it takes less than 120% CRIT DMG (everyone starts at 50%) for the 50% CRIT DMG increase to become less than that. Assuming 100% CRIT Rate, which isn't always the case.
Ultimate and CA damage are there to bring it up, but on average Fufu buffs are much worse than Trigger's. Not to mention that Trigger can run Astral while Fufu can't, so hypercarry teams with Fufu in them are also limited in what sets they can bring, unless the final agent enables that.
For instance, Fufu pairs better than Trigger with Astra. With Astra, C0P0 Fufu is about equal to C0P0 Trigger. For everyone else, Trigger is considerably better.
The Decibel management is commonly overvalued.
Yes, Decibel management is easier with Fufu, that much is true.
But it's the Daze argument all over again - Decibel management only matters when it either gives you more Ultimates or at least better timed Ultimates.
Which, during the optimal play, is rarely the case. And because Fufu's buffs are
much weaker than Trigger's, in most situations, even if you gain an extra Ultimate by running Fufu - that won't be enough to actually fully close the gap.
The current example of Fufu working better than Trigger tend to be for scenarios that heavily favor Fufu and disfavor Trigger.
For example, Fufu is usually better against Notorious Pompey, because:
1) Fufu is working against a vulnerability there, and Trigger is working against a resist
2) Fufu directly interacts with the fight's mechanic, generating more Performance Points, providing extra CRIT DMG% on top of what she's supposed to do, and locking down the boss's move set.
And even with that, we're looking at Damage scores that'd usually be very close to each other, unless you manage to skip the donut phase.
In neutral scenarios, she simply performs worse.
Like, I did some test runs against the Priest a few days ago, and while the Fufu runs was much easier to
do, it has very little potential for optimization left in it.
Meanwhile Trigger's run can likely fit in like 1k~2k more score and I'm pretty sure I did get an extra Ultimate in the Fufu team.
Not to mention, while I am saying "neutral", Lighter does buff Fufu but doesn't buff Trigger.
The disclaimer is that both Trigger and Fufu are C0P1 there, but then again PEN% is a stronger stat for S11 + Lighter and Trigger makes me run ATK% instead. And my PEN% build is 1 sub-stat ahead of my ATK% build.
All of that is not to say that Fufu is bad.
She has her merits, and her advantage against Notorious Pompey is a clear example of those merits - having access to a "free" CA is very valuable, and it's possible to play around it.
But it's an objective fact, that Fufu's buffs are worse than Trigger's, even at C0P0.
