It's just a hair under a quarter of a full star. Doing two would net you 46.8%. Essentially, you're guaranteed to get an extra Special worth of damage from that.

It does have a very high multiplier, but Rina doesn't normally have stats to back it up.
I'm also not sure about the order, but that's a thing to figure out during the actual gameplay.
For Nicole + Lucy, Lucy should certainly be the agent before the DPS (unless we're talking Anomaly), but I don't know about Rina + Lucy.
The idea would be that you press a long button (so, for Sanby, her EX), immediately swap to Rina, press a button, swap to Lucy, do EX/Ultimate, QA your DPS back in.
I'd probably still go with Lucy because she can have way more ER than Rina can, and you need to press her EX more often.
And I would run the new Support set on her for the same reason.
In general, you should spend more time on your Sanby and less time on your supports.
Even if you just want to dump EX - you don't really need to take all QAs - after you stack up your Astral, you only need to take one with your Sanby every ~14 seconds.
Also, if you're interested in continuing running this team as well as pressing CA/Ultimates on non-Sanby agents, look into CA cancels.
Rina has a relatively simple one, where you would use her Ultimate point-blank to an enemy (either already stunned or about to be stunned), use the QA prompt to get another agent in, do something with them, and then swap back to Rina to have her Ultimate instantly trigger CA prompt.
Lucy has a very similar tech with hers (at technically with her CA as well, but that one is incredibly unreliable).
Limited usability, as you can't do the actual best stuff you'd want - using Rina's Chain fizzles out her Ultimate, the same with Lucy's it seems (you only have three piglets, if you need them for her moves, they are taken out of their current attack. i.e. don't EX after Ultimate). But at very least you can shorten the size of your burst and it's a fun thing to mess around with.
