Some of the material, including that one crossover comic, suggests that the Balance is less of a sentient being and more of an emergent phenomena arising from the interactions of Order and Chaos which functions as an impartial arbiter in favour of preserving the cycle, no matter the means. Similar to the Mandala System in SMT.

It's also suggested by Lucifer himself (who ironically, despite having fallen out with the Balance-which is also equated to God-is actually a Lord of Law. THE commander of Law's forces as a whole, in some stories. He was apparently the first to rebel, and his goal is to cure the world's pain which would apparently reconcile him with God.

Honestly they are extremely meh compared to Destiny-standard spacefaring races, they were only just getting off the ground in terms of exploring the solar system before the Witness came into shit on them. Well, the Black Fleet at least. The Witness' sheer power makes it extremely confusing what actually happened during the Collapse; it's indicated that the Witness is responsible for all the flashy disasters like walls of fog that just disintegrate people or unnatural flashes of light because it gets off on torturing races blessed by the Traveller out of spite, but it's also suggested Nezarec was in charge of the Black Fleet before he got backstabbed.
I got the impression there was some sort of internal argument on how powerful the Witness was supposed to be. In cutscenes it just slashes a spaceship and everyone in it to ribbons with a gesture, in game and even before being injured it's first battle is just basically a space wizard with an impenetrable barrier and lots of summoned minions. Sadism only goes so far, and despite what Argent theorised (that going inside the Traveller nerfed it) the Flain Suit lore supported Ergo Sum in making very clear that the Traveller was getting fucking bodied by the Witness at every turn until the Guardians showed up. The Traveller's most successful forms of resistance were chucking weapons and Prismatic at the Lone Wolf. All it could do on it's own was delay the Final Shape by either hours or a few days being extremely generous, and beg the Witness to stop seething and come home.
...I guess the Witness sensed Nezarec getting ganked, Rhulk getting sealed in his own Pyramid, AND saw the Traveller try some sort of large scale desperation attack, and decided to retreat? It's shown the Traveller CAN terraform Pyramids with it's beams. It's very unclear how much effort it takes the Witness to make another Pyramid, although it's sorta suggested entire civilisations are merged into them.

By going through the JoJo jumps in sequence, studying relativity, and making a nonsense treasure hunt puzzle like Dio's plan to reach Heaven but for creating a backdoor for haremites instead. Find the 16 original brands of cat food to make The Hand equate distance with information, expanding it's erasure range. Surgically stitch together Tusk Act 4 and Made in Heaven so that it can apply the Golden Ratio to the acceleration of time. Write "the power of love can now operate outside the logic of the world" in Heaven's Door. Buy a bunch of chocolates and go to venice at the right longitude and latitude while powered up with the sold souls of 33 lovers willing to sell said souls for true love's sake.
By creating a path integrating the same principles of notional motion that let Soft and Wet shoot outside the logic of the world, you can shorten the metaphysical distance between yourself and your women. They're not pursuing you because metaphorically, they're already here.

If I work backwards from my own logic of doing "xianxia" in my own chain before anyone in /jc/ knew what xianxia was: It's similar to the combos people used in Jumpchain. The idea of progressively obtaining more powers, in a systemic and organised slew of applications, that can deal with any conceivable threat. Or Oryx's path of conquest recorded in Books of Sorrow, the ecstatic certitude of serving a grand and necessary purpose built on the bodies of the unnecessary.
There are quicker and easier ways to kill everyone you hate than chugging foxgirl milk in a cave for 10000000 years. Being a Kryptonian could do it, for example. The problem is that a Kryptonian's powerset is simple to conceptualise. A xianxia protagonist who knew he was weak to kryptonite, red sun radiation and a valid target for magic would either gather specific defences against all those or build up immunities to them all instead of continuously getting fucked over by Lex Luthor and his krypto-spray "because it's what the story needs to happen"
