Here are the differences:
Private stuff is simple:
real name, address, family, scholarship, etc, that's a huge no-no.
Since publically available stuff, has a huge line of shit, it does include stuff that was meant to be either public at some point or private, but it was posted in a public space. Let's say, someone posted a pic of themselves long before they were a vtuber, now, picture yourself in their chats posting:
>"hey, you look really cute irl :)"
That's the big no-no for a lot of people, since most of it has been used for schizo and anti posting.
Now, stuff meant to be public as their current career as a vtuber CAN include anything of the previous mentioned, but as long as it is stuff that the vtuber can talk about or its known and allowed for their community (like Kuro saying his name) or most commonly, their faces, it should be within the range of "ok" since that's stuff that the vtuber in question allows it too, and more often than enough its their main content
