I think vtubers should consider rebroadcasting more often. It would give channel point farmers a chance to get more channel points, and it would make things easier for them as they could approach rebroadcasting as a less hands on way of streaming.
Vtubers could log in more hours, but at the cost of potentially causing fatigue. Honestly though if viewers get fatigue then why make new streams at all?
By rebroadcasting you allow VOD watchers to escape isolation, and chat with other vod watchers. A strategy vtubers could take is to stop publishing VODs, or making VOD sub only while making rebroadcasts free to watch.This practice would (I would hope) encourage viewers to feel a sense of community with other viewers. Even with you if you're in chat hanging out with them while the show plays. Making harmless fun comments.
Making chat emote only mode might help to set the atmosphere to be a more light hearted fun atmosphere than a chat where chatters have to follow TOS harshly navigating what is and is not allowed.
