You could hardly import anything other than cheap chinese trinkets without dealing with customs back then.
Even though de minimis is gone now, you are still able to carry $200 worth of goods back with you from another country without paying duties. This is basically a reversion.
Shipping companies worldwide are temporarily suspending shipments to the US until they can reorganize to deal with the change in policy.
The US is a consumer-state, companies aren't just going to give up and not sell to people in the US ever again.
