every generation in Phase has taken at least 6 months, and it's closer to 10 months on average to have people signed under contract. But that doesn't mean they stop streaming completely with their old personas. They often continue streaming until debut is close, say 3 months before.

That's not true. Last year, around April 2024, Phase had a one month window for Invaders applications, but they also said something like, and "for future generations".
I think by then they had already selected Sleepy and Mari Mari as companions for Clio. They all had contracts by October 2024.
Since that time we already sort of expected a Gen4, it was inevitable, just not soon.
So having the generation chosen by February, and debuting them by October-November makes perfect sense, as that was the same timeline with Gen3.
