Originally in the comics they always gave Chen (or any of the girls) one pieces (or even two pieces: bottoms and top) without exception. So they started conservative. Then when they later made the cartoon they kept the one piece swimsuit design in the episodes that took place in indoors swimming pools... But for anything outside like a beach? They redesigned the two piece to only have the bottoms. You could argue they realised she doesnt need a top so its fine to draw her like this, but then they still wouldn't draw her nipples, even thought they drew the boys' (even when they were side by side...) So maybe they still thought girl nipples are off-limits? Why not give her a top like in the comics then? And they kept drawing like that until the very late episodes, when suddenly they started drawing the nipples on Chen/the other girls too. Wonder what went through animators' heads through all of that.
