Could've been literally anyone instead of Anton or Grace for that matter, i.e. assuming a well-built agent, the other one can be replaced by a fitting support.
A part of the reason why Raptor takes forever to kill is its cancerous moveset that wastes a bunch of your time. Shocking him often helps avoid that.
But the damage Anton gets from his Shock mini-procs isn't enough to compensate for having one less support.
So while in this particular fight, there is some merit to running Grace with him, as it reduces Raptor RNG, if you replace her with a good support, Anton will be able to kill Raptor just fine, likely quicker. There will be a bit more RNG to it, but it would work.
The only nuance here is that all good supports for Anton are limited, but that Anton is running SAnby's ball anyway, so it's not a vanilla setup already. Replacing that ball with an f2p option and Grace (with Timeweaver, lol) with Qingyi + Steam Oven would've easily allow that Anton to get a sub-minute kill.

Basically, Grace has the same problem as Lycaon - her intended play style doesn't match with how people can play her.
Lycaon was designed to be an on-field stunner, but everyone uses him as a quick-swap.
Grace was designed to be an on-field Shock hypercarry, but
no one uses her everyone uses her to pop Shock and fuck off.
The difference is that Lycaon can actually provide all of his buffs with a quick swap but Grace effectively loses all of her scaling when she does that.
Miyabi mono-Ice feels like more of an accident, but it's clear that Hugo was always meant to be playable with Lycaon.
I don't know, though, if on-fielding Lycaon is something you would do in that team, though.
Theoretically, yeah, you could, but in practice after you get the rotation going, there is simply not that much time to actually on-field anyone. You just rotate the entire team to get everyone's shit up.
And so, Restrained remains worse than Steam Oven.
For Grace, Vivian finally allows her to be played the way she was always intended to be played.
Burnice before her would also allow that, but there was the whole thing of Shock-vulnerable enemies often being Fire-resistant and running an Anomaly against a resistance is generally a very bad idea.
So maybe instead of trying to salvage Grace by making her a budget Shock Burnice, they would lean more into making on-fielding her viable?
One big issue she has right now is that she's effectively married to Rina, unless you're willing to throw both her W-Engine and Additional Ability in the garbage, but by that point why are you playing Grace?
Mono-Shock Grace is never going to be as strong as mono-shock Yanagi, and for Disorder teams, Rina can't compete with Astra.
Improving the conditions for her Additional Ability activation and/or giving her better perks for running mono-Shock could help Grace a lot.

Grace whole purpose is to stay on-field and deal damage.
Grace is a terrible Disorder bot. She works well with Vivian because it's Vivian who enables Disorders, not Grace.
Good Disorder bots are agents like Yanagi, who scales it excessively, or Burnice, who literally faster than Grace at anomaly application, but also deals massively higher burst damage AND continues to deal damage (and build anomaly) off-field.
When all you get from slotting in Grace is literally a basic-bitch Shock with literally zero scaling - that's not good.
