Gunrun will, however, be personally liable for criminal negligent conduct. If he made an illegal executive action, negligent or malicious, e.g. stealing the charity money and sending to an account in the Bahamas, then he would be personally liable for that. If prosecutors find he mishandled the money in a criminal manner (which is sometimes easy to prove, sometimes not), then there would probably be a fine and renumeration on top of possible jail time, but if he is a first time offender they may well want to avoid all the hassle and just settle to get the cash equivalent to what he mishandled plus some extra payment, usually, to an appropriate charity (which in this case wouldn't be difficult to figure out).
