Untrue in-universe; Independent Study represents a generalist dabbling in a little of everything. Look at it this way: The bonuses for stuff like Engineer (who can start gameplay as a fucking mecha on par with the stronger monsters) or Necrotomist (fucking green goo necromancers) represent dedicated study in a single field. That's what comes along with dedicating yourself to a Discipline/Field. Independent Study.
Independent Study gets some neat out of pocket shit upfront, but in terms of background knowledge it's the liberal arts of mad science. Proper Disciplines/Fields are what makes the majority of mad scientists able to warp the laws of nature into a productive mess.

Legitimately impossible to say until Bogleech clarifies what the status of Ultimates is in the setting since it seems some have been folded under the umbrella of "merely" very strong but also replicable monsters. Nobody's shown the power to blow up the moon yet but some monsters seem to evolve into invading aliens going by the website and one of IS' Celestial Engines briefly ponders focusing on conquering the galaxy instead of "fixing" Earth. It's unclear how much hubris that thing is on.
