I think this unintentionally excludes some 6th gen games from the start of the 7th gen that clearly belonged more to the former than the latter. e.g. THAW, Gun, Burnout Revenge all have 360 versions, but I don't think most people played them or think of them as primarily 360 games.
I have a couple ideas for this. One is to allow any 6th gen games that released on 360 in 2006. This probably allows any games people care about.
My other idea is to allow anything that released on GameCube and/or Xbox in addition to Xbox 360, because these consoles didn't have the same massive install base as PS2/Wii and were quickly discarded once 6th gen consoles were no longer lead development platforms. A game existing on them is a strong sign they're a 6th gen game first and foremost.
I don't know how you would put either of these into the rules without making them overly verbose. The heart of the idea is "allow games that are primarily made for 6th gen consoles and not just backported to them" but sometimes people are stupid and insist on not getting it.
