A good example of a crime game that pretty much fully committed to rpg elements would be payday 2. The skills you invest in can drastically alter how you play the game and even though it's not an rpg, it's probably the closest you can get to it without being an actual rpg. In fact, I'm not even sure how this isn't classified as an arpg
