To be honest, I was dreading that it'd be another gacha slop. Fact is, this market has been rapidly evolving since the release of Genshin Impact, both in terms of story and gameplay, and it really sucks that they'll put in all this work and create a game that looks extremely appealing, only for me to spot that cash shop icon in the top left/right corner in the gameplay trailer and immediately be disappointed. I ignore anything 'hoyo' for explicitly this reason. I don't get involved in gacha.

It's not just those games too, its also similar to the monetization model of Helldivers and Fortnite. This works a bit off of the consumer good will too. You have the people who don't give a shit about skins- they're nearly completely unaffected by the monetization model and will promote it as a excellent free game. You have the people who care a lot about skins- they're usually the type to pay for shit in the aforementioned games anyways and would be the target market.
Either way by creating a genuinely good game and setting, you entrap a market who is there for your game only. It is exclusive, and that is a golden monetization opportunity. No different from Disney making infinity money off of childhood capeshit.
Shit, by a certain extent it's also the monetization strategy of FF14. FF14 also makes money through other means, but they've admitted that the mostly cosmetic cash shop is a large source of revenue

Yes. I think the EU has already passed laws? It's made every new-gen gacha starting with Hoyo's slop start a new gacha model entirely based off of "extreme" pity. Night and day difference between it and, say, Fate/ Grand Order.
It's not too far fetched that a few conversations have happened in board rooms with the lot at the top realizing that if they keep pushing that business model it'll be ruined. It's only good business sense to anticipate government movements.
