WTF is even that point? Not letting them touch a piece of dangerous tech, btw Chihiro (who hates Rio's rule and doesn't trust Seminar) was angry at Veritas for helping steal the Mirror and returned it to Seminar ASAP, to get better at making terrible games is a laughable excuse. Maybe they should do something else, if they couldn't make a good game in the first place and after all that they made at best a mid game?

If she was biased, she'd just cut their funds but she gave them a chance to show their club has even a fucking point to exist. They made 1 game before the story and it was so bad, they didn't try making another one, instead wasting money on consoles, games and even attacked archeology club thinking they may have retro games. She only apologises for saying she called their stuff junk. And says they're given one year to prove they can actually do what they're supposed to do.
