Tea Party is what everyone is expecting on the JP side at least. Even the last short had quite a bit of teasing for a summer event.
I would be quite surprised if it wasn't them, at least. Because, what was even the point of advertising them for so long if they were just gonna let it peter out? When you think about the possible candidates for a Blue Fes event, there really aren't that many options anymore.

Just had one, so double dipping is unlikely. Also there isn't really anyone popular enough to sell a Bluefes by themselves in Hyakki (much as I love the Ninjas)

Would have enough hype to justify, but they're also in the middle of an important story event. Going into a Summer event during the midst of that seems like bad timing, especially since Mecha Alice and co is obviously posed to be a Fes unit themselves, but likely not until 5th anniversary at this rate. Unless that gets dropped for 4.5, in which case they absolutely won't be the accompanying Summer event since that would simply be an abundance of wank

Objectively too soon. But even if they went with this option, they would have to have another school accompany them because they are simply lacking in students and base Suou isn't even released yet.

Pandemonium would be their only real option, and in that club only Iroha and Ibuki are kinda popular. Mostly Iroha, who desperately needs an alt, but I don't think they're enough to sell the ticket by themselves. They would need something more. If 4.5 has Mecha Alice as the Bluefes unit, it's possible Pandemonium could be the actual Summer event and that could sort of work. So maybe.

This one is hard. Kisaki is indeed popular and has recency bias, but admittedly this has slowed down lately. There's also the issue that we don't have enough good chink candidates to choose from aside from her. She's really the only popular student in her school, and there are still a few options that don't even have base units released yet. I think this is actually less likely than Pandemonium because it's so unbalanced in favorability.

They've had too many summer events. It's true. But considering the recent advertisements, the total lack of Trinity events this year, and the fact that Mika - a top 3 popular character that still sells like hotcakes every Comiket - still doesn't have an alt, it seems like this is the occasion that they've been waiting for. And while Tea Party also suffers unbalanced popularity to an extent, the shorts have shown us that Nagisa can be quite popular and well received in the community as well, and Seia is already a huge meme. There's simply too much financial incentive and good timing for me to not believe that they aren't going to be the focus.
However, it also seems obvious to me that they need another school to accompany them. I suspect that Mecha Alice will NOT be on the 4.5 banner and that they won't wrap up Volume EX until later this year. Maybe not until next year. Therefore the event will be totally focused on just Tea Party + an accompanying school/club.It could be insulated entirely to Trinity, but I see this as less likely. Of the options we have, I think Tea Party and Pandemonium makes the most sense. Their more popular members have been waiting for alts for years, and the event would practically write itself given their rivalry.
tl;dr here are the Bluefes possibilities as I see them in order of likelihood

>Tea Party + another Trinity club
>Tea Party + Volume EX story units
>Pandemonium + Volume EX story units
>Chinks + Volume EX story units
Nothing else makes sense.
