Depends on a few things, in my case I don't actually need to invest in Saori that much because she won't be getting shot at by Shun
her attack is lower than Sumire's so she usually only gets hit by stuff like Minori or sMiyu or things like nyHaruna, all of which she can survive relatively easily. But generally speaking you don't need *that* much investment, just make sure her gear is upgraded (more health+crit damage) and the relevant skills are maxed (EX+normal+passive, since crits are king. Her bond item is also good to have). I use Nagisa to further buff those guaranteed crits, and even regular autoattack crits start hitting very hard with Nagisa on the team. I think she twoshot Marina with autoattack crits last indoor season, for reference.
UE50 can be important in some circumstances for the cover bonus, but it's only really noticeable if Shun is shooting her. That's a team comp thing, you can get around it with Sumire or later Kanoe.

No, I doubt it's going to happen much. nyHaruna and Iori will 100% be everywhere next season even if both have plenty of counters. People would rather use the same few pvp-core students so I'm not expecting to see a lot of Sakis or Saoris or Sumires even if all of them are quite relevant.
Since Kanoe was a popular meme and works with nyHaruna I expect her to show up loads, however.
My defenses are pretty much always nonstandard so I get a reasonable grasp of who in my bracket is thinking outside of the box/trying other things and it's rare to get even one.
