It sure has. But while any change is significant, the idea of all Nurse Joys in a region looking the same has been implemented into the games for many years. Making them multiracial all of a sudden is even more proof of how far GF is willing to go. It's similar to how the game no longer asks "Are you a boy, or a girl?", a classic phrase that so many people have seen at the start of their journeys, done away with because of niche, extreme philosophies that the main audience (kids) shouldn't even have to think about.

The people in charge of the series now probably don't have that same love or spark for the world of pokemon, since it wasn't born from their minds. And they are more than aware of how pokemon is the biggest media franchise ever. So in their minds, what's wrong with accepting some grants and funding if all they have to do is change a few things? If some fans turn away from the series, they know the game will still sell. And of course, they can justify things by saying it doesnt affect gameplay in the end.
Also, >we all know how difficult it can be for someone with a logical idea or a sound mind to stand up against others at a big company. Now imagine how difficult it is in Japan, where you are always expected to respect and obey your boss no matter what. Speaking up means retaliation or social ostracization. And if you get fired from GF, where else are you ever going to find a job in the game industry?

It feels like this was the primary motivation behind Jacinthe's design. Think back to all the leaders of the various groups in the game, and get in the shoes of a mentally ill xitter user. How many of those leaders were nonwhite? Besides Canari, who's just kind of tan, none of them. Seeing how awkwardly Jacinthe's super-dark skin tone contrasts with her light purple clothes, they could have made a decision to just make her black to fit some sort of standards or list brought to them from investors or higher-ups. Is there any concept art or internal documents to directly support this? No, but it seems pretty likely all things considered.
