I'm not sure if there is some context here or some specific background behind the creation of this comic. But from an outside perspective, it seems to be about someone who is aggressive (the wolf) infiltrating a group (the sheep) to pretend to be one of them. A wolf in sheep's clothing is a popular phrase for this, and it is taken literally here. Once he is in this group he realizes he genuinely finds the sheep to be fun and pleasant to be around. The wolves, his original allies, get him back and notice how he actually enjoys the sheep now, and thus try to revert his mind back to his original state. However, as they do this, they also see how fun the sheep are and join the sheep-wolf in his activities.
The author is trying to say that those who sneak into a group to try and defeat them from the inside will eventually switch sides because he will realize that group was the "right" and "happy" side the whole time. Others who try and convert the person back to their team will find themselves coming to the same conclusion, as if their eyes were opened to light. Notice how the panels with wolves are dark and the ones with sheep show a blue sky and green grass.
