We've seen the students do super human shit throughout the entire game, they're not human. Surviving a missle at point blank range, surviving bombs and grenades daily, kindergarteners hitting each other with white phosphorous grenades, Gehenna students hitting each other with bazooka blasts while on the field trip, Neru jumping straight up a skyscraper, Neru running on the sides of a skyscraper, Tsurugi walking through walls, Mika throwing around giant stone pillars, Hoshino ripping three helicopters in half, Tsurugi having an entire magazine dumped into her stomach and one second later saying she already healed from it, students running at super human speed on top of falling rubble in volume F, Hoshino blocking Binah's laser attack, Nonomi casually lifting 600 lbs of hand weights while out shopping, I can list a few dozen more instances but students are nothing but super human.
It was never just bullets
Students aren't normal humans who are only slightly resistant to one very particular weapon and anyone that just uses a knife on them can instantly kill them
They are super human. If only robot men didn't use guns against them when they fought students they could easily beat them.
You gotta remember what students fight on average. When Godzilla invaded the city and starts destroying skyscrapers, a group of five students is enough to send that overgrown lizard back where he came from, that's how strong they are
Five students are more than enough to handle all of the armies Kaiser can pull together, tens of thousands of robot men are less than fodder for students, which is why Kaiser has to invest so heavily in subterfuge, contracts, and business because students can't just punch their way out of a contract. The only way Kaiser can handle students at all is money and contracts, otherwise students are untouchable
