Generally speaking if Sumire uses her EX she moves into the enemy formation before dashing backwards with the final blast, and her slightly nonstandard weapon range+not taking cover makes her move into weird positions before, during and after it. She's not a tank but intrudes on their spaces, if that makes sense.
because of her longer range shotgun she REALLY wants to run into the middle of the map, which is why you usually see me locking her into the bottom lane with Hoshino this season (it keeps her safe from Kuroko and the Fish).
But with Iori.... her flashy dashes generally just makes her more at risk of running into AOE skills that were going to miss her. Without the blue armour and giant defense stat, she's really, really fragile. If the maps were a bit more spread out her backwards jump could potentially cause some targeting oddness, but pvp maps are just too small for it to come up, backliners that take cover are usually in very consistent places that aren't easily reachable to begin with, which is part of why Shun/nyHaruna are so popular.
Most of the meaningful movement shenanigans for pvp belong to the frontliners since they're the ones who get targeted in most circumstances (Mine, bNeru, Marina, Hoshino, Haruka... Tsurugi and Akane sort of count too).
I think the only big exception is cKotori with her knockback EX
