CoD4, a game from the same year, had a peak player count of about 600 today and that's high for games of that era. I don't even play TF2 but I find the amount of doomposting the community does despite being one of the most popular PC games odd.
Not really that surprising, I think this was sort of an open secret for anyone who knew anything about online gaming or played TF2. It is, for a game that's almost 20 years old it's both got an astounding number of concurrent players and is somehow still relevant, managing to outlast and outperform new AAA releases by doing practically nothing. It's like its own little pocket dimension that refuses to change.
