I think it's only really Wano that actually gets in trouble for that, and it's because it was a complete fightfag bleach-tier arc. Most other arcs in One Piece, including post-TS and including the long Luffy fights, don't really care all that much about how powerlevels stack up and how well every character is using their techniques. Things happen by circumstance, fights are interrupted by gags, characters act completely stupid (intentionally), etc.
I think Egghead to an extent went back to that mode, but it didn't work that well since it was a multi-player skirmish and Oda had trouble depicting a proper 'slow' amidst the chaos which led certain scenes to seem stupid (Saturn standing around while Luffy recovers being one of the main offenders for me, but there are other examples).
A lot of people seem to still be in Wano-mode, thinking One Piece actually gives a fuck about powerlevels or making characters appear consistently strong, outside of Zoro and Luffy. Hell, pre-TS which everyone loved had that fat fuck Satori toying around with Luffy, Sanji and Usopp all at once. The people who complained about Gunko's scenes in the latest chapter would have burned Oda's house to the ground if the Satori fight came out today.
Basically what I'm saying, only brownoid z-samas think these discussions are relevant to the quality of OP. Most I'd say is that the main mistake Oda made was making the fights more important than they should be over time, starting around EL. They should be a vehicle for amazing set pieces and emotions, not HxH autismo powerwanking.
