The easiest way to make it is to fill a big bucket 1/2 of the way with (diesel) gasoline and then add styrofoam to produce a white gel. When it stops accepting additional styrofoam, pour off the excess gasoline and you have "quick burning" napalm. Add engine oil to slow down the burn. Commercial napalm requires a 21% benzene, 33% gasoline, 45% polystyrene composition, and aluminum salts can be used to extract a napalm "oil" from the mixture for a more pure substance. I am not a chemist.

Bofor demonstrated the BILL 2 main charge penetrating 550mm of RHA with a stand off distance of 7 charge diameters, which just happens to be the ideal stand off distance for an aluminum liner. The performance is very close to what the document predicts from a 110mm charge(what the BILL 2 uses), an aluminum liner with an acute angle, a wave shaper, and a high bristance explosive filler. It's a great read.
