TL; DR: Mods can't help if the whole community decides to act like niggers, so do your best as an user to point out any nigger trying to shit out things and/or your best job as a mod to get rid of the niggers.
I really can't answer that question since both users and staff are responsible for the ultimate fate of the community, so if one part fails the whole thing goes down. Despite the apparent power of the staff, users have the last word over how things must be run in the community since they have the biggest numbers and the power to strip the site from its value, so at the end the staff's duty is to act according the general consensus of the community (also known as "culture") and protect it from possible dangers (degradation of established values, threats to the integrity of the site, forced changes in culture, etc). This approach means that the users are the ones responsible of saying what is "acceptable" behavior and what isn't, and has the disadvantage of working on a basis of "the loudest voices win", allowing bad actors to use the anonymity of imageboards to increase its own "voice" and appear to represent a majority, changing the overall curse of the community if other users aren't unable to point out the doings and act against the bad actors.
