Not quite true, at least not for the NCMEC/Cybertipline: They do forward all reports to law enforcement, including fictional stuff, it's just that in the US it's law enforcement who don't really care. However, they also refer reports (most reports actually) to law enforcement in other countries, and if the stuff is illegal in those countries, this might initiate an investigation. Something to note in this context: Most NCMEC reports actually come from online platforms and hosting providers, who are required in the US to forward suspected CP to them (and some companies in other countries do that voluntarily), but how and what they report is wildly inconsistent - some also report fictional stuff, while others don't (I know for a fact that Imgur and Pornhub do, for example, while 4chan only reports actual CP). In any case, I would keep my stash away from any larger online platforms and from any kind of cloud storage provider without proper e2e encryption - seems like a quick way to not only get your account b&, but maybe even reported to the cops and - depending where you live - actually v&.
