So we know that taking it off in the moment is "extremely painful." Depending on your interpretation, this can mean it will be extremely painful for the wearer of the mask (Bane), or that it would be painful for the other person to remove the mask from him (CIA). But what about just leaving the mask on indefinitely?
There's a post-credits segment in The Plane Scene where Patrick Bateman has a heart to heart conversation with The Hothead and tells him that you wear a mask to protect the people important to you. So if taking the mask off can be "extremely painful" for those around you, then keeping the mask on would spare them from the pain. But since removing the mask can also be extremely painful for the wearer, we can only assume that the pain involved will continue to accumulate for as long as the mask is worn. Bane has accumulated lots of pain behind his mask, and he knows removing it would harm those he cares for, so he keeps it on and ends up in the state we see him in in Batman Beyond.
