The reason that its only useful when all three of them are basically the same is because when all three are the same it means that the data falls on a bell curve and that means it could be normally distributed. What really matters is if its normally distributed. Income in the US is very much not normally distributed. As such mean is a worthless measurement of central tendency. I personally argue that mode should be the used measure as its objectively what most people are, but median tends to be used instead.
