Sure feels like that, but back then, Naito and Omega easily managed to replace Nakamura and Styles respectively so it didn't hurt things in the long run, more of a benefit really. Right now there aren't any real replacements for Kushida and Jay White is still growing into his role, still a long way to go to reach Omega/Styles' levels. NJPW will still do fine but for now, really feels like a lot has been lost.

Card is filled with Shibata's young lions, almost looks like a Lion's Gate card. Juice vs Beretta seems to be the biggest match. Great-O-Kharm is there on the last two days, haven't really seen Oka since his excursion so it will be good to see him. Also he's only Japanese wrestler in the entire tour, yikes.
