It would be best if you were more specific amd tell me where you are, what issues are affecting you by them etc. One answer doesnt fit allm. Don't give them cellular telephones. If they are present and a nuisance begging by roads/hanging around public areas for extended time put them in public works and reopen the true asylums. Not the ones that are pretty much the same but smaller and everywhere. They shouldn't be allowed to camp in parks in cities and also back alleys/in front of store fronts. Young little children that are girls can consent. If they so wish they can be transported monthly out to BLM and park land for them to larp. There are plenty of charities and programs and the local government can utilize their nearly free labor making it better for the actual citizens.
