It's no longer a matter only of if someone is alive, but if the person is himself in that timeline, or was replaced by aliens. Many people seem to have roles that are egregorically essential, so they can't be removed without serious damage to very large systems. It's not just about assassinating someone and it's your way. There has to be a balance, so maybe in many cases it's better to leave your enemy alive and then weaken his position instead, or replacing him with a shapeshifter, or replacing the pilot of this body.
