I've given credence to both ends, and the possibilities that Chan was just outright wrong or at least partially incorrect.
As convincing as observable cycles of life and death, in many spheres and on many scales, personally I had to come to the 'conclusion' that:
1) If it were propaganda then it's not very good. Or, it was made for a previous period where the people who would read it and outright believe it or, perhaps, given the social climate of the time period, would be ridiculed, and, those in influential positions, would in their misinformation, effect some retarded change(s) which would cause social strife. Ultimately doesn't matter to me, as the damage is done, and yet again I and others are left to deal with or clean up the resulting mess, and,
2) If it were real, then, even with the meager amount of knowledge I myself hold, I can create very little change that would bring me the information required to form an actual opinion of it, i.e. information regarding the earth's 'life cycle' and what part such a cataclysm may or may not play, nor would I or, really anybody at all, be capable of taking action against it as haphazard as such a prospect would be without said information, nor would I personally ever be capable of moving anywhere that might be 'safe' in such a scenario without a great deal of chaos, in which of course, my chances of survival are still nil. Not to mention the fact that I don't have enough formal knowledge to be able to corroborate what has been presented.
All that said, finding my own position in life to be that of an insect among so many others, yet still with eyes to see, and nerves to feel, and all of that stuff, observable cycles on ever ascending and descending scales which play out in exactitude with only the costumes and words to differ, I'm moved to believe that it's a possibility outside of the realm of improbability, which is not to say that it is probable.
