What "investigation"? The web host is NOT against hosting this material. The web host simply requires a "minor hurdle", as in the average user has to explicitly request to be shown this content, whether through a login or a toggle. The host doesn't care what method is used. Completely disabling visiting boards like 8chan.moe/loli from the URL bar or bookmarks/favorites is more draconian than necessary. You are by definition not an "average user" because you seem to be suggesting that you disable cookies and javascript on your browser.

Only one time on Gelbooru. Then everything works properly due to the cookie from flipping the toggle. 8moe on the other hand ALWAYS requires extra clicks to access these boards.

You will not be negatively affected by disabling javascript and cookies, you simply won't see the blur. The client-side javascript is what adds the blur. The site would function just fine with my method. Since you are not an average user (literally a fraction of 1% of all internet users completely disable javascript, and a fraction of that fraction completely disable both javascript and cookies) you will not see the blur over thumbnails. You simply wouldn't be able to directly visit a link like
