I highly doubt that LO or any comics really have any input on the lolicon comics that artists make. I'm sure if they went a bit wild on sadism like Okina does not they might not include them in their anthologies. The amount of lolicon only anthologies HAS shrunk. And sadly toddlercon was most popular (as anthologies) right in the early 2000's. That said there's still a pretty wide age range in most comics and there's still loads of of true loli. As for why Nishi Iori and a few others NOW make busty teens instead of younger lolicons, its likely so they can be more socially accepted at conventions and sell more issues. I'm sure busy teens SELL better overall then younger loli, otherwise why would they former be most popular on places like nhentai? https://nhentai.net/tag/lolicon/popular
